The sizes are fine for the number of services, but you are going to have a bit of extra cake, since they are 4" high. You could go with a 10" and a 6", and be ok... and the look will be even better.
For the silver, the luster dust air brushed or painted with a brush, depending of how the design goes. Other alternative, is using silver fabric ribbons to enhance the cake (wrapping around the tiers and making a large bow for the top -you need the ribbon to be wired in this particular case)
